The Onboarding Bottleneck That Held Back a Generation

For years, the Personal Equity and Retirement Account (PERA) was a well-kept secret in the Philippine financial landscape. Despite its attractive tax incentives, adoption was sluggish. The reason was simple: friction. Opening an account required physical forms, multiple ID submissions, and a labyrinth of verification processes.

The API Solution to a Human Problem

The BSP’s Open Finance for PERA Pilot, launched on July 29, 2025, was designed to eliminate this friction entirely. By leveraging secure APIs, the pilot allows customers of major financial institutions like GCash, UnionBank, PNB, and RCBC to open a PERA account through ATRAM Trust Corporation in minutes.

How It Works: A Seamless Data Handshake

The process is elegantly simple. A user logs into their GCash or UnionBank app and chooses to open a PERA account. With a single tap to provide consent, their verified KYC data is shared securely with ATRAM. There are no forms, no physical IDs, and no waiting periods.

The Numbers That Validate the Vision

The data from the pilot’s first six months is compelling. Between July and December 2025, out of 318 total PERA accounts opened across major administrators, a staggering 213 accounts—nearly 67%—were facilitated through the Open Finance channel. This statistic alone demonstrates the profound impact of removing onboarding friction.

Expanding the Ecosystem

The pilot is not static. As of March 2026, the BSP announced that UnionBank customers can now open a PERA account directly within the UBP mobile app, further deepening the integration of retirement planning into everyday banking. This is the blueprint for the future of all financial products in the Philippines.

The Path to Mass Adoption

With the infrastructure proven and the regulatory support solidifying, the focus for 2026 is scaling. The BSP continues to work with financial institutions to expand the network, ensuring that a seamless and secure retirement planning ecosystem is within reach of every Filipino worker, from the BPO professional in Manila to the OFW remitting money from abroad.
